I think we need also to modify the effect for fortress watchtower to avoid
applying the same effect twice in case a fortress is built on a mountainous
tile.

I like it.  That'd bring us in line with CivIII, which was the best of them
[in my eyes].

The one caveat i see is that an air unit should be able to see still further
than a land unit on a mountain, but i don't think it would hurt to liberalize
the viewing range of air units, either.  Would this be a problem for the
multiplayer games?

Otherwise, i think this could go into the experimental ruleset as is...
