Follow-up Comment #1:

Attached patch removes the mind reading part about whether ally is preparing
for the war against our enemy. We expect ally to really declare the war before
we believe him to do so.
Adjusted the code a bit so we'll give time for ally's war coutdown after we
first ask his help now that we are not satisfied as soon as countdown begins.

Details:

At least when considering if ally is trustworthy, default ai in its omniscient
way checks plans of the ally from its default ai data. I don't think that data
is valid, even less accurate, in case of human player, or player with another
ai type.

This came up when debugging bug #21616 - it's possible that nonsensical
default ai data in human player's storage is the reason of that bug, but I
don't yet see how.
