Details:

I noticed that sometimes player got free techs in multiplayer games. I failed
to find why.

When looking at bug #21161, I got it! Only the first research structure of the
array is initialized (error in patch #1869). All branches affected since S2_3.
Fix attached.

Should I also commit it in the S2_3 branch?

Follow-up Comment #1, bug #22056 (project freeciv):

From comments about another identified S2_3 issue: I was advised that only
issues that were severe enough to require an immediate 2.3 release should be
committed to the S2_3 branch, to avoid the potential for problems performing
that release in such a special circumstance (and that barring some critical
flaw meeting these requirements, no further 2.3 releases were planned).
