Follow-up Comment #1:

This has been fixed in Freeciv-web now. EXTRA_* variables are now defined
dynamically.

Could you please give it a try and report if it is working correctly for you
now?

Sveinung: perhaps you can take a look at the commit, and see if it can be done
better?

Details:

They're still there, they just don't show up. Switching to 3D display (from 2D
HTML5) didn't make them display either.

Tried starting a game with the classic ruleset, and then rivers did show up.
