Follow-up Comment #3, patch #4362 (project freeciv):

I've been providing stub ruleset as separate download for all freeciv branches
since 2.1.

In any case, leaving possible inclusion to tarball to another ticket. Now I
want this in to be maintained in svn along the other rulesets, before the
other rulesets change any more (I'll make patch to match any changes made to
format or documentation comments of other rulesets since r25149, if any, after
committing this)

Follow-up Comment #2, patch #4362 (project freeciv):

I think stub should be in tarballs: it's a very helpful framework when
building a ruleset if one wants meaningful variance from the shipping rulesets
and I'm not convinced that everyone who would find this useful would also be
comfortable attempting to collect it from the appropriate freeciv SVN branch
for their current version of freeciv (which is unlikely to be trunk).  This is
true whether ruledit is working or not.

Follow-up Comment #1:

Here is version of stub compatible with freeciv trunk r25149. There's no build
system changes - my plan is not to only add the ruleset under freeciv version
control, not to be part of tarball creation yet (I don't know yet if it should
be in 2.6 or not).

Details:

I have maintained stub-ruleset (minimal ruleset that freeciv accepts), meant
to be used as starting point for any ruleset project that wants to start from
scratch (not to fork existing ruleset). To start new ruleset projects with
freeciv-ruledit, such ruleset will be needed, and thus should be part of
freeciv itself.
