Are you trying to sneak in to sandbox ruleset something that has no twist in
it? ;-)

Maybe allow disband under representative governments only if veterans are
assumed to get good treatment after retiring (don't know what the exact
requirement would be)
Or allow it only once they have served some minimum term ("Age" requirement)

I don't mean to really block your patch in its current form, but I'm just
pointing out that you have a chance to do things a bit different way if you
want.

Thank you for the reminder, Marko.

New patch attacked. A sandbox unit type can now be Disbandable, Undisbandable
or ConsensusUndisbandable. The consensus among the player's bureaucracy is
that ConsensusUndisbandable units never should be disbanded (or recycled).
Under some governments it has the power to enforce its will.

The unit types Battleship and Carrier are ConsensusUndisbandable. Both unit
types gets an Easter Egg in their ruleset comments: a reference to a news
paper article indicating that ConsensusUndisbandable isn't a completely
fictional concept.
