I haven't tried it, but the QEMU man page mentions this parameter that
might help:

key-delay-ms
   Set keyboard delay, *for key down and key  up  events*,  in
   milliseconds.  Default is 10. Keyboards are low-bandwidth
   devices, so this slowdown can help the device  and  guest
   to  keep up *and not lose events* in case events are arriv‐
   ing in bulk.  Possible causes for the  latter  are  flaky
   network connections, or scripts for automated testing.

I think, this is a QEMU bug and the ticket should be closed.

I don't agree that it should be closed. QEMU works with all other OSs, 
so this is a FreeDOS quirk and should be addressed

I added a solution to the ticket.
After changing FD 1.3 master sources, the ticket can be closed.

The ticket can be closed then.
