The aforementioned version is 16-bit DOS hosted but kinda old (0.16.10).

There are "newer" (32-bit DPMI) DJGPP-hosted versions on iBiblio
(0.16.19) elsewhere:

Jim's link to Github is the "latest" fork of it (0.16.21 from 2014),
but there are no known DOS compiles, AFAIK.

I think it would help to share a link to the dev86 tools you refer to, so
we are all talking about the same thing.

But this is just BCC on Linux, isn't it? We already provide BCC in the
FreeDOS distribution. Note that the dev86 page I linked to mentions this:

*"The `bcc', 'as' and `ld' parts of the distribution are now covered by*
*the GPL.  The `bccfp' library now in the libc/i386fp directory is under*
*the LGPL. (Primary copyright holder Bruce Evans)"*

And is signed by:

And if you look at the FreeDOS BCC package info ("*Bruce's C compiler is a
simple C compiler that produces 8086 assembler for tiny/small models"*)
you'll see those names there too:
