Watt-32 is a good tcp/ip stack, but to add one to the DOS kernel would be overkill. Simply link it into your executable that uses networking (which will in turn use installed packet drivers to access the network card). Watt-32 has decent BSD sockets emulation interface, so if you are familiar with creating networking applications for linux, watt-32 should be similar.
