I also have currently no legacy floppy in front of me but I plan to use
a virtual floppy (works well).

this is the 'CD' part; use IsoBuster to look into the 'Bootable' part
(2,8 MB Floppy emulation)

The pd1692-1.exe & pd1692-2.exe programs are DOS programs, and seem to
run under FreeDOS just fine. It wants to write a disk image to the
floppy, and I don't have a floppy connected right now, so cannot test
it completely. Ran under DOSEmu 1.4.0 and FreeDOS 1.0 Base.

The ISO probably contains most of the data as part
of a bootable diskette image - you could try to get
that out of the ISO, or maybe just download the
diskette installer instead ;-)

Sounds interesting. I downloaded the iso and tested it in VMware.

Unfortunately it says ..."This program is not licensed for your system."
..."please visit pc-doctor.com". Isn't this at least freeware?

pc-doctor.com seams to have only payware, not even shareware downloads.

Also strange... If I unpack the iso on XP then I see just a single txt
file, no other files.

There is no diskette image online, but they have CD ISO images
online. The diskette versions are self-extracting Windows
thingies... Did anybody test how you can install them without
Windows? Maybe just use "unzip" on the exe? Contents include
PC-Doctor (not by IBM, it seems) and a ram tester (probably
less cool than free open Memtest86+ from www.memtest.org ;-))
as well as two harddisk wipers (full-disk and FAT-only). Good
question for DOS users: Does this "DOS based ... utility" ISO
come with a nice version of PC-DOS and some nice drivers? If
so, is any licensing information included? :-) And can somebody
shed some light on which things you can do with PC-Doctor? ;-)
