Yes, you need to configure the privileged LDAP bind user in 
passSyncManagersDNs:


dn: cn=ipa_pwd_extop,cn=plugins,cn=config
passSyncManagersDNs: uid=

Note that this setting does not replicate - it needs to be applied to 
all replicas by hand.
