This request seems a bit absurd to me. If you don't want to check the passwords, then why are you running any access control at all? Take off all access control and you'll achieve what you want. (NOT a good idea, but seems to be what you're going after here.)
Not only that, but it's the Radius CLIENT that's sending the user password to the server; the freeradius server is not in control of what attributes are sent to it. If you _really_ don't want that information sent to the server, then you need to modify the client. (Good luck, because that would defeat the whole purpose of Radius.)
