Otherwise to get the docs on your machine, download the latest tarball. Untar it, and you will have a directory called freeradius-0.8.x (where x is latest revision) and then in there will be a subdirectory docs, in which there will be all the reference you need, really. Specific questions where the docs aren't clear enough can then be reposted on the list.
