That is what happens.

A realm that is not defined is not going to have a match in proxy.conf, nor will a search for a defined realm continue through to the DEFAULT realm after there has already been an exact match. A search will be performed against the list of realms in 'proxy.conf' until the realm name matches a defined proxy.conf entry exactly or hits the DEFAULT realm (which "all realms" match against)...it's similar to the 'users' file processing.
