freeradius is a AAA (authentication, authorization and Accounting)
server.It could be used to authenticate and authorize users requiring
access (for example) to network resources and services

  Um... it requires RADIUS accounting packets.  See the RFC's for
details.

  If you mean what attributes are required in the packets, the answer
is also in the RFC's.  But the server is willing to take almost
anything in an accounting packet.

Cellular IP sends control packetys made up ot the time stamp, mobile node IP, authentication, data type and lenght. Could you please let me know the type of radius accounting packet FR requires

Rodopi 
will process a standard accounting file as captured by FR.  The real 
question is whether or not your cell network sends radius accounting packets. 
If it doesn't there is nothing that free radius can do to solve the 
problem.
