 On some composite glyphs where a diacritic accent joins the main
 contours of a glyph on the baseline (e.g. ccedilla scedilla) the
 stem on the baseline fails to snap properly and instead renders very
 bold. If i turn these same glyphs to outlines and remove any overlap
 then rendering and snapping is fine.

Ah, I can faintly remember this issue, but it vanished completely from
my radar.

 I'm sure this glitch is known, so this is more of a reminder ;)

Just for reference I ask you to give a specific example so that I can
easily reproduce the problem.
