I think you have to reduce the number of colors or the resolution for the
VGA port. Also, make sure you put the Wallstreet to sleep, plug your monitor
then awake the Wallstreet. See if it detects the monitor.

I bought a spare WS2/PDQ logic board for US$30 or 40. They're pretty 
common on eBay. However, the problem may be in the battery charge 
module, rather than the logic board.

It works under OS X. In some cases you may need to reboot.

Have you tested with another battery? Do you have other problems with the
Power? It could more likely be the PMU-card acting up and that needs
replacing or as I told someone else onlist with similar problems:

I'd do these steps (far from complete):
1. Check if you have a bad connection from the battery to the charger
board by taking out the battery and firmly pushing it back in. See if
that helps. If so, you may want to check the torx screws on the battery
side and see if they need tightening or if a few are missing.
2. Check if the shielding tape on the inside of the bottom case, near the
opening where you put the power supply, have come a little lose so it
touches the power supply connector when it is inserted. I had this
problem with a WS II before and the solution was to take apart the
machine more or less completely and reattach the tape that was loose. I
put other thin tape on top of it to hold it in place.

If you have another WS to test the battery in, to rule out the battery
itself, then that's certainly helpful. Equally if you have another
battery to test in your WS.
