If I got it right, after the flashing the DVI port is still operational.
It just outputs an analog (not digital anymore) signal, hence just VGA
monitor (using a DVI to VGA adapter).
Since I still own analog (VGA) monitors, it's no problem to me.

Regarding the OP question, I mentioned my X800XT just as an example about
buying PC cards for cheap (and not bothering much with the 7500).
I still think the Radeon 9800 could be his best option.

Semantics really - I should have said the dvi signal is kaput but twin
vga is possible with an adapter - though some X800 pc cards will not
successfully convert to mac for unknown reasons. I remember there being a
thread on strangedogs about it. The explanation of the missing dvi signal
was also on strangedogs some years ago - a dim memory now
The Radeon 8500 64MB (not LE or 128MB) pc card is just about the easiest
conversion from pc to mac - also the 9500, 9700 and 9800 though there are
many different kinds of 9800 and not all will convert. Some problem 9800
cards are pointed out at mac elite wiki - but the newer ( in some cases
brand new), cheaper 9800 cards from the far east will not convert - cheap
tsop vram and half the memory interface

For a couple of weeks now I have been getting a Notice of vulnerable
or out of date plug-ins used by 'this page'. This page being almost
 any on-line page.

Welcome to obsolescence, you're 4 major versions of OS X behind the current
one, about to be 5. Both Apple and Adobe are getting more aggressive about
bugging you when you have outdated plug-ins, but won't give you up-to-date
plugins for your long-deprecated OS version.

The latest Sibelius scorch plugin is available here:
http://www.sibelius.com/cgi-bin/download/get.pl?com=shprod=scorch and is
supported under 10.4.11

The latest QT that works with 10.4 is what you have, 7.6.4
The latest Flash and Shockwave plugins for Tiger are what you have as well.
The Musicnotes one is marked as 'unknown', so it's not likely a problem.

Of the notices you have the most problematic is Flash. Flash is everywherem,
but they've dropped support for older Mac OSes.

Your system is more than capable of running 10.5 which should get you better
support (although that one is deprecated as well).

You can disable ones you don't use; I'll wager shockwave is little used these
days and unless you have a specific web site that uses it, very few websites
use Java, either. (Remember Java is NOT JavaScript)

Or just use a browser (safari) that doesn't nag you.
