Skype is very good and reasonable except that you have to be at your computer to receive a call(I think). It's difficult to figure out their system if your a Mac person, it's not very intuitive. If you pay them for a phone number, you can have it forward to a mobile phone or to a landline if you want. For me, this is an *excellent* companion to a cell phone. I haven't had any problems figuring out their system, of course I'm an engineer, with both PC and Mac experience...
