I don't know of an application that can speed up the encoding... The
best solution is to get a faster computer of course.. but failing
that, find an older mac that you can leave on for days at a time who's
only job is to convert the avi files to DVD then transfer them over to
your mac with the dvd burner and rip it.  The last place I saw a copy
of visual hub is in the newsgroups..  Good Luck!!

If you go here to the MacElite which seems to have taken over from
Strangedogs as THE place for flashing PC cards to work on a Mac
http://themacelite.wikidot.com/wikidownloads2
then there is the version 127 ROM listed.

For simple AVI to DVD authoring, I've found that VisualHub is multiple 
times faster than Toast. Unfortunately, the developer stopped selling it 
about a year ago, I'm not sure you can still get it.\

There's this magical device found in most homes and businesses, that  
has a numeric keypad; you enter a specific sequence and you can talk  
to someone. Most companies publish these numeric sequences prominently  
8-P

IOW, you're going to get a lot farther calling ATI with this issue  
directly.

IF PCI Extreme does not work and it is a PCI card, you're out of luck.

DVD encoding is almost entirely processor dependent; the only thing  
that speeds up DVD creation is a faster computer. When you asked  
earlier it sounded as though you needed a DVD authoring systems, which  
is the program that sets up the interface, the chapters, etc etc; all  
of those then go on to encode the video correctly which is what takes  
so long. This is why iDVD, for example will not install on a system <  
700Mhz.
