Thanks to Hans-Rudolf & Peter for possible solutions. The answer actually 
turned out to be my fault - as said, we're running Galaxy as a one db / two 
installation with a webserver/job runner ... and I was putting the admin_user 
in the wrong universe file. Mea culpa, mea maxima culpa.

Hi Paul

what version of Galaxy are you using? In older versions, it was 
important, that there was no blanc space between the email adress' 
(although, as far as IO know, this has been fixed).

Remove any whitespace in the universe setting line (I think this was fixed,
but it used to cause problems), and double check which case you are using
(I personally consider it to be a bug that Galaxy compares email address in
a case sensitive way - not sure if this has been filed as an issue or not).
