I had the same problem on SunOS. It worked after installing package:
SUNWxwcft

Please check your rrdtool install. RRDtool uses cairo library for some of 
it's rendering. IIRC pango is related to it.

Does rrdtool use any specific fonts (.ttf files?)  for doing all it's font 
rendering?
