It was opening night at the Orpheum and the Amazing Eileen was topping

   the bill. People came from miles around to see the famed hypnotist do

   her stuff.

   As the Amazing Eileen took to the stage, she announced, Unlike most 

  stage hypnotists who invite two or three people up onto the stage to be

   put into a trance, I intend to hypnotize each and every member of the

   audience.

   The excitement was almost electric as the Amazing Eileen withdrew a 

   beautiful antique pocket watch from her coat. I want you each to

   keep your eye on this antique watch. It's a very special watch. Its

   been in my family for six generations. She began to swing the watch 

  gently back and forth while quietly chanting,

  Watch the watch, watch the watch, watch the watch

  The crowd became mesmerized as the watch swayed back and forth,

   light gleaming off its polished surface. Hundreds of pairs of eyes 

   followed the swaying watch, until suddenly it slipped from the

  hypnotist's fingers and fell to the floor, breaking into a hundred
  
  pieces.

Behavior Communication Specialist

 

 


  I.
  BACKGROUND

1.1  In 2004, the Government of Guyana and the Global Fund for the 
fight against HIV/AIDS, Tuberculosis and Malaria approved the HIV/AIDS Grant 
H079-0-GUA. The goal of the project is to reduce the spread and impact of 
HIV/AIDS by reducing the transmission of HIV, reducing the morbidity and 
mortality and mitigating the social and economic impact of the epidemic in 
Guyana. 

1.2  It is expected that by the end of the project the incidence of 
HIV infections will be decreased by 30% of the baseline, and HIV-infected 
persons will be enrolled in the treatment programmes earlier in the disease 
process thus reducing morbidity. Survival of persons with AIDS is expected to 
increase from its current value to four and one –half months to forty-eight 
months. This will be achieved through enhanced education programmes; better 
quality and access to diagnostic and care facilities at both the central and 
peripheral levels; strengthened community, social and economic support; 
introduction of home based care; improved quality of data for guiding decision 
making and targeting of beneficiaries; and increase involvement of 
stakeholders. An additional expectation is the reduction of stigma and 
discrimination and the increase ability to conduct HIV/AIDS related research to 
better understand the dynamics of the epidemic. Broad activities that will be 
conducted to
 achieve these objectives include the retooling of current facilities and the 
establishment of additional ones for diagnosis, care and support and 
operational research; purchase of essential materials and supplies such as 
drugs and reagents; the recruitment and training of individuals; development, 
production and dissemination of educational materials; mobilization of 
additional persons from the community to participate in the management of the 
disease.

1.3  Global Fund for the fight against HIV/AIDS, Tuberculosis and 
Malaria approved the HIV/AIDS Grant H079-0-GUA has approved funding to develop 
and implement a behavior change campaign to reduce stigma and discrimination 
related to HIV/AIDS/STI in Guyana.

1.4  The BCC Specialist would be hired to develop a five-year BCC 
Strategy and to assist with the implementation of the strategy. The BCC 
specialist would provide training to the local counterpart. 

 


   II.CONSULTANCY OBJECTIVES

2.1  The consultant will familiarize him or herself with the 
relevant HIV/AIDS issues in Guyana. The specific objectives of the consultancy 
are to: 

a. Conduct a literature review of HIV/AIDS studies done in Guyana.

b. Collect primary data and information to determine the underlying 
norms and attitudes as it relates to HIV/AIDS in Guyana.

c. Consult various organizations and appropriate stakeholders.

d. Utilized a combination of methods which should include; site 
inventories, focus group discussions, key informant interviews, health 
facilities review, ethnographic observations, mapping and others.

2.2  The consultant would develop a comprehensive national BCC 
strategy for a five-year duration.

2.3  The consultant would assist with mentoring a local counterpart.

2.4  The consultant would assist with coordination, and 
implementation of the BCC Strategy.

 


 III.   CHARACTERISTICS OF THE CONSULTANCY

3.1  Type of consultancy:  Individual Consultant.

3.2  Starting date and duration:  12 months from the signature of 
the contract.

3.3  Place of work:  Guyana

3.4  Qualifications:  Masters or doctoral level degree in 
education, communication or related field and at least five years experience in 
health education/BCC; demonstrated experience in design and implementation of 
Behavior Change Communication Programs; experience in participatory evaluation; 
international experience working in HIV prevention program planning, design, 
and behavior change/development communication in diverse settings. Experience 
must reflect the knowledge, skills, and abilities listed above.  Good 
cross-cultural skills.

OTTAWA (Reuters) - A Canadian who masturbated at a window in his house won his appeal against a conviction for indecency on Thursday after Canada's top court ruled there was no evidence of intent to commit an indecent act, and a home was not a public place. 






The Supreme Court of Canada noted that British Columbian, Daryl Clark, had agreed it was an indecent act to have masturbated "in an illuminated room near an uncovered window visible to neighbors." 

But Justice Morris Fish, writing the 9-0 decision, said such acts have to be done in public places to be a crime -- and a home was not a public place. The law also says indecent acts are only crimes in every location if the person intends to give offense. 

Clark was convicted of an indecent act in a public place and given a four-month sentence after a prosecution that followed complaints from his neighbor, named in court documents only as Mrs. S. 

The woman said she spotted Clark while she was watching television with her two young daughters in their family room. 

She alerted her husband, and the couple observed Clark from their darkened bedroom for 10 or 15 minutes -- also using binoculars and a telescope -- before summoning the police, who said the upper part of Clark's body was visible from just below the navel. 

"In my respectful view, the trial judge ... erred in concluding that the appellant's living room had been converted by him into a public place simply because he could be seen through his living room window and, though he did not know this, was being watched by Mr. and Mrs. S. from the privacy of their own bedroom 90 to 150 feet away," Fish wrote.

While the exact amount has been disclosed, members of each side of the debate said an average of $1.1 million has been settled to each of the victims involved in the massive case. 
According to legal observers, the record settlement, which far surpasses the $85 million paid by the Boston Archdiocese earlier in the year to its 552 victims, will likely influence the outcomes of pending cases in dioceses across America. Bishop Tod D. Brown of Orange County, California, said the agreement was “both fair and compassionate,” and said he plans to write letters to each victim “personally seeking forgiveness and reconciliation.” "We will be able to fairly compensate the victims in a way that allows our church to continue its ministry of service to the entire community," Brown said following the case’s settlement Thursday evening. According to Brown, the massive settlement will be paid without bankrupting its diocese or requiring any of its parishes or schools to be closed. The only property that will be sold is the diocese’s 17-acre headquarters. The money will also come from a combination of insurance, cash reserves,
 loans on property and investments. According to the Los Angeles Times, “the deal will likely have its greatest impact on the neighboring Archdiocese of Los Angeles, which is trying to settle 544 molestation claims….the size of the Orange County agreement will provide a benchmark for future settlements.” "It's like a market is being established for [clergy abuse] settlements, and the price can go up or down," said Loyola Law School professor Georgene Vairo, to the LA Times on Friday. "It's like a gigantic EBay" where recent sales can dictate prices of similar items, said Patrick J. Schiltz, a professor at the University of St. Thomas School of Law in Minneapolis, Minn, to the Times. He called the $100-million settlement "an astonishing amount of money."The deal settles sexual molestation allegations against 30 clergymen and about a dozen other church employees. Some of the cases date back as far as the 1930; some as recent as the 80s. In most cases,
 clergymen were found to have molested boys under the age of 13; in other cases, clergymen were found guilty of paying for the abortion fees of teenage girls they impregnated during their tenure. In addition to the financial settlement, Bishop Brown agreed to let the court decide if any confidential personal files of the accused priests would be made public. The diocese gave those files to the plaintiff’s attorneys on the basis that the files would be kept secret, but some of the plaintiffs maintained that the release of those files are a key to the settlement. According to the prosecutors and attorneys for the victims, the release of those files was the most significant part of the settlement. "The significant thing about the settlement is that the documents are not sealed," said Richard Sipe, a former Benedictine monk who now works as a consultant for attorneys suing the Catholic Church in sexual abuse cases, to the LA times. Joelle Casteix, one of
 the alleged victims of the Orange County settlement, said to the LA Times that the selling of the headquarters would carry a great deal of symbolic significance, similar to the decision by the Boston Archdiocese to sell its bishop's mansion and surrounding property earlier this year for $99.4 million."It will be a sign of a new age in the diocese and a new way of running the faith community in Orange County," Casteix said in a comment to LA Times. However, according to David Clohessy, executive director of the national Survivors Network of those Abused by Priests, the Orange County agreement is probably nothing more than good business."It's always tempting to read a lot into a settlement, and I think that's dangerous," Clohessy said to the LA Times. "I think fundamentally they are just business decisions. They don't symbolize the scales falling from a bishop's eyes and suddenly him getting it or becoming compassionate,” he added.

A Fishy Story

A man called home to his wife and said, Honey I have been asked to go  fishing 
up in Canada with my boss and several of his friends. We'll be gone  for a 
week. This is good opportunity for me to get that promotion I've been  wanting 
so could you please pack enough clothes for a week and set out my  rod and 
fishing box? We're leaving from the office and I will swing by the  house to

The wife thinks this sounds a bit fishy but being the good wife she, did  
exactly what her husband asked.

The following weekend he came home a little tired but otherwise looking  good. 
The wife welcomed him home and asked if he caught many fish? He said,  Yes ! 
Lots of Salmon, some bluegill, and a few swordfish. But why didn't  you pack my 
new blue silk pajamas like I asked you to do?
