We need new infrastructure to fix accepts-invalid access-control issues in
templates.

I removed the target milestone on this PR once before, but Andrew Pinksi put it
back.  Now, I've downgraded this to P5.

 The first example has been fixed in 3.4.1.
 
 The second example is an accepts-invalid and may not be a regression. 
It is a regression from 3.3.3 and 3.2.3.
