[Bug fortran/24806] New: accepts invalid DO construct code

Mainline gfortran accepts following invalid code.
$ cat do_test.f90
program test_do
j = 0
loop:  do 100 i = 1, 2
    j = j + 1
100  continue
end program test_do

$ gfortran do_test.f90
$ gfortran -v
