* passes.c (init_optimization_passes): Schedule
pass_rebuild_cgraph_edges and pass_early_inline outside
of pass_all_early_optimizations.  Document reason.

Well the testcase is really bogus without early inline turned on.  It is
testing early inlining as far as I can tell.
