[Bug other/40618] New: when flex is not installed, gcc build stop because of a non existent file

when flex is not installed, configure detects that flex is not installed but
doesn't emit an error.
Flex is required to build gcc-4.5 (to produce gengtype-lex.c).
So, if no flex, no gcc :-)
