The comment still applies to ARMv8 aarch32 NEON though so there is no bug here.
The only thing that can cause confusion is arm vs aarch64 but that is explained
in many other places.

This documentation applies only to arm-*-* target and is in the arm option
section rather than the aarch64 section.  So I don't understand why you think
it is confusing at all.
