Well, the pcb-tips grew over time bit by bit. It is a question of authors, 
and write access, too. While the pcb-tips are part of the wiki and can 
be written directly by me, the manual is part of the the pcb source. To
change the manual, ordinary users have to produce a patch that needs to 
be applied by one of the devs.
