It is the distance (radius in pixels and thus dependent on zoom setting) that the crosshair can be from the *actual* line end-point but still be considered *on* the line end-point for the purpose of dragging. It used to be 10 pixels, now it is 5 pixels. My impression is that it was hard to *not* grab the end-point unless you were zoomed in closely; it is better now. Finally remember that dragging any selection will move the whole selection. Since there is no way to select only end-points, if a line is selected and you drag it, you will drag the whole line (and anything else that's also selected). Are there plans to introduce visual handles at the end of the lines? I have checked in changes to the CVS tree that create a cursor change indicating when dragging will move the line end-point.
