I think we need to remove the metadata directory in the already active
workspaces or svn will be unhappy (it will want to create those
directories itself).

Moving Gump metadata from CVS to SVN

It seems that the kind folks at infrastructure@ are about ready to do this,
the test run looks clean. It occurs to be that we've considered the human
impact of this moving (waiting until most ASFers are comfortable with SVN)
but not the automated Gump impact. We need to migrate our, and other, users
ASAP.

I wonder if there are any folks out there running private Gumps with their
own metadata in CVS. Ought we preserve that ability? Ought we simple disable
CVS metadata updates by default, enabling SVN by default. With svn:external
I believe we automatically pick up the ability to have one SVN update get
both code and metadata, so disabling CVS update ought be all we need for us,
right?
