[VOTE] graduate Solr to Lucene
The Solr community has voted and believes Solr is ready for graduation from the Incubator and has met all incubation requirements, and the Lucene PMC has voted to accept Solr. The Solr podling is therefore requesting to graduate from the Incubator to become an Apache Lucene subproject. Please send in your +1/0/-1 to approve/abstain/disapprove.
