We need one more IPMC vote (was Re: [VOTE] Release Apache Lucene.Net 2.9.2-incubating-RC2)

so far Benson and I have voted +1 so this vote still needs a third IPMC
member voting.  If anybody can find the time to review the distribution
ZIPs, that would be great.

Sorry - forgot to mention this on the list: seeing how we'll try and
make another release in a couple weeks, and the amount of churn fixing
the license headers would introduce, we'll just skip 0.2.0.
