You could add an {acl} entry to the top of the page restricting write
access to AdminGroup - that'd achieve making it read-only.

No, because people persist in modifying the wiki after I submit it --
 this
is a much more prevalent action than last-minute commits into the
 official
 board agenda.

Perhaps we need a disclaimer that the wiki is just a scratchpad and not
'for the record', or perhaps we need a way to make the report pages
read-only once the submission happens, or perhaps we need people to read
 my
email when I announce when I'm going to post the report.

If not would someone update the wiki?

I ask because there are podlings like ODF Toolkit that did not report.
Some action is needed on our part.

We should make a better effort for May. We should ask ODF Toolkit to report out

A series of reminders go out via Marvin long in advance. And then, a few
days before the board's deadline, I state the latest possible time for me
to post it to svn to give people as much time as possible.

I wait until very late in the cycle to create commentary in the front so
that (a) the rest of the community gets the first opportunity to create
that content, and (b) it can reflect the content of the late-arriving
podling reports.

Some people are on the record as feeling that the
reminder/notification/deadline process for podling reports asks for the
reports too soon as things are. I very much doubt that reminding all and
and sundry of the eventual board deadline one more time per month will
change any behavior.

You seem to have abandoned shepherd appointments.

Yup. The community took a strong position that I should not appoint
shepherds -- that shepherding should self-organize.

My real issue has nothing to do with whether changes were made before or
after and is more to do with my surprise that the board accepted such an
 incomplete report.

I can't speak for the board's taste in reports.

There was nothing much written about the state of various podlings.
Nothing was mentioned about podlings like ODF Toolkit's failure to report.

I could dig you out specific commentary from community members (I think
including at least one current board member) to the effect that the best
way to report that a podling didn't report was to simply have the report
contain their lack of a report.

We should make a better effort for May. We should ask ODF Toolkit to
 report out of cycle.

By all means, send them a poke to that effect.
