 Apache Groovy graduation resolution draft

Establish the Apache Groovy Top-Level Project

WHEREAS, the Board of Directors deems it to be in the best interests
of the Foundation and consistent with the Foundation's purpose to
establish a Project Management Committee charged with the evolution
and maintenance of the Groovy programming language,

NOW, THEREFORE, BE IT RESOLVED, that a Project Management Committee
(PMC), to be known as the "Apache Groovy Project", be and hereby is
established pursuant to Bylaws of the Foundation; and be it further

RESOLVED, that the Apache Groovy Project be and hereby is responsible
for the evolution and maintenance of the Groovy programming language;
and be it further

RESOLVED, that the office of "Vice President, Apache Groovy" be and
hereby is created, the person holding such office to serve at the
direction of the Board of Directors as the chair of the Apache Groovy
Project, and to have primary responsibility for management of the
projects within the scope of responsibility of the Apache Groovy
Project; and be it further

RESOLVED, that the persons listed immediately below be and hereby are
appointed to serve as the initial members of the Apache Groovy Project
PMC:

I just believe that web page is incorrect -- that one PMC has no
jurisdiction over another. Thus, the page needs to be fixed. That's the one
thing I wanted, but it appears to be controversial.

If the Legal Affairs Committee(*) wants a "second set of eyes", then fine
... but please clarify that under www.a.o/legal/ with
instructions/clarification.

The votes should be from the *current* PMC.

The future PMC may not be the same. In particular, the mentors may bow out.
In any case, you don't know who that would be.

You may have used the word future to indicate the current podling PMC. If
so, I think we already agree.

Preparing the results of REEF's graduation vote: Who has "binding" votes?

I'm in the process of drafting the [Result] of REEF's thread to vote
thread on graduating. For that, I need to count the number of
`binding` votes. My hunch is that those are the votes cast by the
future PMC, but haven't found anything at the incubator documentation
about that.

Can someone with more Apache experience please clarify?
