I've been quietly following similar discussion in some different threads, 
because I've had the same issues with mentoring incubators, including help some 
pmc members to release in some TLPs. According to my understanding, whether it 
is incubation project or top-level project, there are some unclear places in 
the distribution, especially after more and more package management tools 
appear, PyPI, NuGet, Helm, DockerHub and so on. I highly respect the 
foundation's concern and effort on intellectual property and brand legal. From 
the perspective of the development of the project, we may need to have more 
flexible mechanisms to ensure that our products are easy to be distributed. 
thus improving the speed of iteration and release flexibility of the products. 
In that point, clarification in incubators is a great thing, and projects can 
learn to adapt to the rules as soon as they are hatched. But I'm also concerned 
about whether the rules should be applied to the top-level projects(Maybe this 
discussion goes beyond IPMC), and I would be totally supportive of such 
continuity and compliance between Podlings and TLPs.

-1 (binding) as incubating is not in the name. I suggest you rename and 
carry on the vote. If you do that treat my vote as +1 (binding).

I checked:
- incubating in not in name
- signatures and hashes are fine
- DISCLAIMER exists (WIP)
- LICENSE and NOTICE need more work
- didn’t compile from source.

I did also note CDDL licensed code in the release that we needs to be 
removed.This issue and others that have brought up in previous releases also 
haven’t been fixed, when is the PPMC intending to fix these?

I number of files seem to have confused licensed e.g this file has 3 
license headers which is the correct license? [1]

[DISCUSS] New builds server and who should access

Hi -

There is a required migration of build servers which will impact the daily 
Incubator build. The new server is https://ci-builds.apache.org

I would like to ask infra to create an Incubator folder. But we need to make 
some decisions.

(1) Currently on builds there is an Incubator projects folder with a lot of 
unused builds: https://builds.apache.org/view/Incubator%20Projects/

Do we want to have podlings request their own separate folders to ease 
transitions and help with graduation and retirement? My answer is yes.

(2) Who should get access to the Incubator builds folder? IPMC members or 
Incubator Committers? I think just IPMC members, but that depends on the answer 
to (1).
