All the retired podling websites need to point to the relevant status files, so 
it does not matter what they are showing currently.

There are two ways to set up the necessary redirection:

1. Find the relevant website sources and set up the htaccess files. These are 
defined in the various podling git repos. Some of these repos are already 
marked read-only, so INFRA needs to get involved at some point.

2. Wait for INFRA to help with INFRA-21451 by applying PR 670. This would all 
Incubator to control redirection by simply creating the retired/podling 
directory marker file.

Either way, progress requires Infra to get involved.

I think the minimum work all round is for the PR to be applied, as that does 
not require any changes to the podling repos.

Fixing the podling website builds is considerably more work.

I can get the Dave's concern. These licenses in Category x are always getting 
IPMC's attention.
Since I have no clear idea on `fat client` (It needs these licenses?), but if 
no dependencies  licensed in category x in this release and onwards, it is 
suggested to consider removing them. But, DISCLAIMER-WIP is another story.
