HI,

-1 (binding) due to compiled code in the source release.

I checked:
- incubating in name
- signature and hashes are fine
- WIP disclaimer exists
- LICENSE needs work 
- Unexpected binary files in release. This includes multiple .wasm and .exe 
files.
- ASF header on ASF files but hard to check due to a lot of 3rd party files
- didn’t try to compile

I also think the project need to update LICENSE/NOTICE and move towards using 
the standard disclaimer.
