With these votes and the support from the IPMC in our graduation
DISCUSS thread [1], I'll be closing this vote now and presenting our
TLP resolution to the Board soon.

[VOTE] Graduate Apache SDAP (Incubating) as a Top Level Project

Hi all,

Following the positive feedback we received in the DISCUSS thread [1],
we would like to open the official VOTE to graduate now.

Below are some facts and project highlights from the incubation phase as
well as the draft resolution:

- Our community consists of 21 committers, with 2 being mentors and
the remaining 19 serving as our PPMC
- Several pending and planned invites to bring on new committers and/or
PPMC members from additional organizations
- Completed 3 releases with 3 release managers
- Our software is currently being utilized by organizations such as NASA
Jet Propulsion Laboratory, NSF National Center for Atmospheric Research,
Florida State University, and George Mason University in support of projects
such as the NASA Sea Level Change Portal, Estimating the Circulation and
Climate of the Ocean (ECCO) project, GRACE/GRACE-FO, Cloud-based
Data Match-Up Service, Integrated Digital Earth Analysis System (IDEAS),
and many others.
- Opened 400+ PRs across 3 main code repositories, 350+ of which are
merged or closed (some are pending our next release)
- Maturity model self assessment [2]

Thanks! I joined the SDAP project a couple years ago, so I had to ask around as 
to why we waited so long to start making releases. 

Basically, when SDAP entered incubation, it was already in a production state 
in support of NASA Sea Level Change Portal, and most of the initial efforts 
were geared toward getting different types of science data to work with SDAP & 
infusing it with other projects. It was only more recently that we began making 
larger-scale changes to the core software to necessitate a release. 
Furthermore, Julian joining the project as a mentor was immensely helpful as he 
helped guide us through the proper release process and stressed its importance 
for an Apache project's maturity.

Since our first official release at the start of 2023, we've been making a 
serious effort to get new releases out in a timely, regular manner.

Thanks. We're still working on the GPL issue. While it's not a part of the 
source (nor, do I believe, is any GPL-licensed software used by SDAP), it is 
still being installed somewhere in the build process.

And I agree, Julian has given us an immense amount of time and help, for which 
we are extremely grateful!

I've been experimenting with trying to avoid the installation of the GPL 
package, and for the main dependency, it seems to not be causing any loss of 
functionality, though we will have to tweak how we install that dependency. As 
I understand it, though, it would be acceptable for this GPL package to be 
installed as an extra that's not required for the core release/functionality?

[QUESTION] Handling of licensing issues for dependencies of dependencies

I was performing a more thorough check of our dependencies in preparation of 
opening graduation discussions with the Incubator PMC and found at least one 
package that, while not directly used in the code, is installed as a dependency 
of multiple top-level dependencies that is LGPL licensed. The dependencies that 
rely on this are themselves not a license issue (BSD-3 & MIT licenses). How is 
this situation usually handled?

I also found a package that has a license that isn't listed on the 3rd party 
licenses page: HPND [1][2] which, from what I can tell, is similar to the BSD-3 
or MIT licenses, though I just wanted to double-check on that...

This is what I've found: 
Our code does not explicitly install or use chardet; however, some of the 
dependencies our code does install/use have chardet as a dependency and may be 
using it. 

I believe I've identified all the dependencies resulting in chardet being 
installed and am working to update them. 

As it stands, is this still a blocker for this release?

Hi Justin,

I checked more thoroughly and that requirements file doesn't appear to be used 
anywhere so I've deleted it. However, I did also check the docker images built 
from this release candidate and found chardet installed in a number of them 
(not explicitly, but in the installation process of other dependencies) so I'm 
in the process of figuring out what's causing that.

The Apache SDAP community has voted to approve release of Apache SDAP 
(incubating) version 1.0.0-rc3.

If using DISCLAIMER-WIP, would we need to switch to that for all our release 
artifacts? As far as I can see, the issues found in this thread that would 
necessitate using the WIP disclaimer are present in 2 of the 3 artifacts. 
Should the other artifact keep the standard DISCLAIMER?

I checked, and the only differences between the release/1.0.0 branches and the 
main branches are things like the NOTICE/DISCLAIMER files and adding in missing 
ASF headers. In short I don't see any "functional" (ie code) changes between 
the two.

As to your question, I'm checking with the SDAP community to see what the 
consensus is.

Thank you for the notes.

I would like to point out in regards to the missing ASF headers that the links 
you provide are on a different branch than the one we built the release from. 
The release artifacts were built from the 'release/1.0.0' branch in their 
respective repositories. That said, the 'requirements.txt' file you linked 
present in the release does not contain such a header. 

Furthermore, with the new year, the copyright statements in the NOTICE files 
are now out of date as you observed. I'm assuming this will require a new 
release candidate?
