license notices. be good to tidy them up before moving to top level)


Every artifact that has been released has the appropriate license files 
and notices. Other non-released subprojects generally have the 
appropriate source headers, but may be missing other pieces. These will 
be resolved as the subprojects proceed toward a release. The status of 
each is maintained here:

I believe this community has worked hard within the incubator and from a 
community standpoint is ready for graduation, and has been for some 
time. A successful release has been made that demonstrates the 
communities ability to follow ASF guidelines in that regard. There are 
no outstanding unresolved issues that should block graduation.


Therefore, as a mentor for Felix, I vote +1 for graduation (with the 
board resolution including myself as a PMC member)

The status file seems up to date.  An acceptable release has occurred. 
  The community is healthy and active.  The last report shows all 
issues to be resolved.

However I'd like to see more eyes on this besides just the mentors.  It

   and other software that is associated with or related to

   the direction of the Board of Directors as the chair of the
   Apache Felix Project, and to have primary responsibility for

   hereby are appointed to serve as the initial members of the
   Apache Felix Project:

   is tasked with the migration and rationalization of the Apache
   Incubator Felix podling; and be it further

   RESOLVED, that all responsibility pertaining to the Apache
   Incubator Felix podling encumbered upon the Apache Incubator
   PMC are hereafter discharged.

  Special Order 6E, Establishing the Apache Felix Project, was

Establish the Apache Felix Project

   WHEREAS, the Board of Directors deems it to be in the best
   interests of the Foundation and consistent with the
   Foundation's purpose to establish a Project Management
   Committee charged with the creation and maintenance of
   open-source software implementing the OSGi Service Platform
   and other software that is associated with or related to
   the OSGi Service Platform for distribution at no charge to
   the public.

The Felix community feels that we are ready for graduation, as indicated 
by the following community vote to request graduation:
