Any archived Incubator Releases were VOTED by the IPMC and there is a 
DISCLAIMER.

The Clutch page at [https://incubator.apache.org/clutch/] shows us issues about 
Dist release areas. I've queried all of the laggards in Dist Release. The last 
holdout has submitted their graduation INFRA move issue six months late.

Thanks for creating the issue so it is not lost.

It does not seem right to delete any archives that were correctly published 
originally.

I think the only reason should be an inadvertent publication (which would 
normally have been done at the time) or perhaps a take-down notice.
