I see that OpenWebBeans instead chose to report in
November and added themselves to the ReportingSchedule,
but not to this month's list:

However Empire-db was/is already on the group-3
"March, June, September, December". Now duplicated.

I think the problem is that PPMCs are not removing their
projects from the Monthly schedule after the end of the
first three months.

They need to also ensure that they have chosen a Group.
The Clutch report shows that not all have.

I don't think this will help. I see the problem is that the mentors/ 
PPMC aren't paying attention, and automating the process will just  
kick the can down the road.
