news reorganization

i've just committed the reorganization i proposed last week. i've moved 
all the news documents into the news subdirectory and all now have 
date-related names (so no renaming should be necessary and therefore 
the urls will be permanent). the html versions of the old pages now 
redirect to the new ones. i'm considering adding some other redirects 
into the .htaccess file.

  The Avalon team is proud to announce the 4.1.1 final release
  of the Avalon Framework.
  This release is a minor bugfix release.  The prior release
  was compiled with JDK 1.4's compiler, making it incompatible
  with previous JDKs

The Avalon project is Apache's Java Server Framework. It is
separated into five sub projects: Framework, Excalibur, LogKit,
Cornerstone, and Phoenix. Its purpose is to simplify
server side programming for Java based projects.  It
formalizes serveral best of breed practices and patterns for
server side programming.

  About Avalon Framework 4.1.1:
  The Avalon Framework formalizes the contracts and patterns used in the
  other Avalon projects. It is derived from modern software engineering
  techniques and aims to provide a solid basis on which to build server

  What that means is that we define the central interface Component.  We
  also define the relationship (contract) a component has with peers,
  ancestors and children. This documentation introduces you to those
  patterns, interfaces, and relationships.

  
  The Avalon Framework raises the abstraction level from Object-Oriented
  Programming concept one notch to the Component-Oriented Programming
  model.  This enables programmers to concern themselves with assemblies
  of classes, rather than the classes themselves--thus reducing the
  number of things the programmer must keep in mind, and speeding up
  application development.

  13 February 2004 - Apache Cocoon 2.1.4 Released
  
  
The Apache Cocoon Community is proud to announce the new release
of Apache Cocoon.
  
  
Apache Cocoon is a web development framework built around the concept
of separation of concerns (that is: allowing people to do their job
without having to step on each other toes) and component-oriented web 
RAD.
  
  
Cocoon implements these concepts around the notion of 'component
pipelines' modelled after the 'process chain' concept where each 
worker specializes on a particular operation. This makes it possible
to use a Lego(tm)-like approach in building web solutions where
these components can be hooked together into pipelines without
requiring further programming.
  
We like to think at Cocoon as "web glue" for your web application
development needs. But most important, a glue that can keep 
concerns separate and allow parallel evolution of the two sides, 
improving development pace and reducing the chance of conflicts.

  Ant 1.6.1 has been released on February 12th, 2004.
  
  
  Apache Ant 1.6.1 is available for download from

  The ASF Board has approved the new Apache License 2.0. For a copy of
  that license, please here.
  
  
  The Ant 1.6.1 release is delivered with the Apache License 2.0.
  
  
  Ant 1.6.1 fixes several bugs, most notably the handling of the default
  namespace for nested elements.
  
  
  Ant 1.6.1 also introduces initial support for compiling with Java 1.5.
  
  
  Thanks to all the committers and the ant community for helping us

  1 February 2004 - Xerces-J 2.6.1 Released
  
  
  The Xerces-J team is very happy to announce that version 2.6.1 of Xerces-J
  is now available.
  
  This release contains support for OASIS XML Catalogs and now includes the
  XML Commons Resolver (version 1.1) with the distribution. It also provides
  an experimental implementation of the latest drafts for Document Object
  Model Level 3 Core and Load/Save (see beta2-dom3-Xerces-J-bin.2.6.1.zip).
  This will be the last release that supports JDK 1.1. Future releases of
  Xerces-J will require at least JDK 1.2.
  
  Specifically, the significant changes introduced in this release are:

Discussing things with Prashant ... because of the four month gap, we think it would 
be wise to
resubmit the proposal.

Part of the proposal discusses the current code base and home page; the code base was 
being stored
in Apache CVS but that was brought out pending the software grant. I'm hoping that can 
be restored.
Likewise, the home page was brought down.

If necessary, the proposal can be pointed to the temporary home page I've set up, but 
I'd prefer to
get HiveMind live, so it can be examined by interested parties, before we initiate a 
new vote.

In addition, I have a considerable number of code changes "trapped" on my home 
workstation, waiting
for a CVS server to become available. This includes changing the license to ASL 2.0 
and changing the
root package from org.apache.commons.hivemind to org.apache.hivemind.

Since I believe that your intention is to make it a Jakarta 
sub-project, the Jakarta PMC should vote to accept or reject it's 
addition to Jakarta.  If you agree, then we should probably do this 
first, and assuming success, approach Incubator with the project and 
the wish of Jakarta to host the project once it passes all incubator 
requirements.

HiveMind software grant faxed -- received?

Prashant faxed the HiveMind software grant last week, but we've heard no word of it 
being recieved.
I'm anxious for this to happen so that we can, for starters, bring the HiveMind CVS 
and home page
back up.

Who is the person who actually receives the fax? What is the process once he or she 
receives it?
