Drafting the Board Report (was: Re: Board report missing two months)

No problem.
I can help do this, I'm technically still on this PMC, but it should
be someone more active than me who competes the Activity, Issues and
Health sections.

## Description:
 - Description goes here - we can use Eric's previous description, but
we don't have to.

## Issues:
