It's a good idea to use it when adding any new dependencies, since
that's the most common time when it really matters. The rationale
for not doing it by default is that it approximately doubles the
time consumed by repoman to check dependencies (more profiles ==
more time).

[gentoo-dev] repoman -d or not -d

How do we use the -d config switch of repoman?
Do I use it if i bump packages, add new dependencies?
Is it mainly for the maintainers of the profile/arch?

for the same reason packages have ChangeLogs.  cvs logs don't come
with the tree.

`cvs log` is the changelog, i don't see why i should add a changelog entry.

i don't care. baselayout-vserver is a hack, the vserver profiles are
deprecated since ages (although i think the restructuring revived them),
and the vserver team (that's only me currently) doesn't support anything
else beside openrc.
