Is it possible to display the text only once when blocking bugs change?
Especially because of the "please visit" in the middle isn't followed by 
a link.

Bugzilla does not generate the mail once per user, but rather once and
then send it multiple times, so no, I can't customize it per user.

If the links moving a whole 3 lines further down really bothers you,
edit the incoming mail with procmail.
