I'm tired of looking all the maintainers up manually and adding each
one to CC list of bug reports.

Why is there no herd or project?

Not sure what gentoo-dev ml has to do with it...

...but I've filed bug 503354 [1] to create the alias.

Any dev may create a new project just by creating a new project page
on the wiki.gentoo.org (see
Gentoo_Wiki:Developer_Central/Project_pages) and sending a Request For
Comments (RFC) e-mail to gentoo-dev. Note that this GLEP does not
provide for a way for the community at large to block a new project,
even if the comments are wholly negative. (GLEP39)

If he wants there to be a herd/project, this is entirely the right
place to say so :)
