My guess is that the rsync master server and the mailing list daemon
were running on the same machine. That would explain the slowdown well
enough.

As seen on gentoo.org:

  update: Service should be largely restored now, though traffic seems
  to be high on most mirrors because of the outage. The cause of the
  problem seems to be localized to some filesystem corruption on the
  root partition.

Well?! Which filesystem was it running?
