Gnumeric is a reasonable Gnome application for doing spreadsheets. It has an export to 
.xls feature, though
I'm not sure how well it reads them (.xls files, that is).

Check out gnumeric, it's a standalone spreadsheet program.

I'm not sure if it's under 20 MB or not, since it requires the GNOME
library.

Have you tried Gnumeric? Last thing I read it was actually more advanced
than Excel :P

I'd say gnumeric is your best bet. It's quite a bit more lightweight than
openoffice, with some semblance of similar functionality.

You could try gnumeric.  It's a spreadsheet program for Gnome and the
sources are only about 10Mb.  I have never actually used it, but I have
heard good things.  Hope that helps.
