Try downgrading to linux-headers-2.4.19-r1. That fixed it for me.
After emerging kdemultimedia, I upgraded back to linux-headers-2.4.21.
linux-headers-2.4.21 breaks some other packages as well, like xcdroast.
There has been some discussion about this recently in the lists and
Bugzilla, but I don't know of a real fix.

No I haven't solved it yet. I just came home from work. The only
difference between what you have and what I have is glibc-2.3.2-r1 and
linux kernel 2.4.22
